General Services Administration Team Leads
Martha Johnson is Vice President of the Computer Sciences Corporation. Prior to that she served as Vice President of SRA International, Director of the Touchtone Consulting Group, and Vice President of the Council for Excellence in Government. She served as Chief of Staff of the the General Services Administration in 1996. Previously, she served as assistant deputy secretary in the Department of Commerce. Ms. Johnson joined the Clinton Administration from a career in the private sector as a consultant on leadership placement and management development.
Jane Woodfin has been Legislative Director and a key aide to Senator Biden since 1994, serving as a senior advisor on domestic policy and legislative initiatives, and manager of his legislative staff. She began her career as a Legislative Assistant to United States Representative Bob Traxler of Michigan and then served as Assistant Attorney General for the State of Michigan.
National Archives and Records Administration (and Government Printing Office) Review Team Leads
Bruce McConnell is an independent consultant on cybersecurity, privacy, and Web 2.0. From 2000 to 2008, he grew two consulting firms, McConnell International and Government Futures, which work to promote cost-effective use of the private sector by government. Prior to this, he led the International Y2K Cooperation Center under the auspices of the United Nations and World Bank and he served in and led the information policy and technology branch at the Office of Management and Budget.
Gloria Parker is the Director of Business Solutions and Innovation for Civilian Government Business at Computer Sciences Corporation (CSC). Under the Clinton Administration, Ms. Parker became the Department of Housing and Urban Development’s first Chief Information Officer (CIO). Before that, Ms. Parker was Deputy Chief Information Officer at the Department of Education. She previously worked as Senior Vice President of Business Development and Strategy for Apptis, Inc. and at IBM Corporation. Parker has received many prestigious awards including the 2000 Presidential Rank Award given for exemplary Government leadership.
Office of Government Ethics/ Office of Special Counsel Review Team Leads
Amy Comstock Rick is the Chief Executive Officer of Parkinson’s Action Network. Before joining PAN in 2003, she served as the sixth Director of the U.S. Office of Government Ethics, having accepted the nomination to the Senate-confirmed position in 1999. Prior to her appointment to the Office of Government Ethics, Ms. Rick was Associate Counsel to the President in the White House Counsel’s Office. Ms. Rick began her federal service as an attorney at the U.S. Department of Education in 1988; she ended her tenure there in 1998 as Assistant General Counsel for Ethics. Ms. Rick began her professional career at the law firm of Beveridge & Diamond.
Elaine Kaplan is currently the Senior Deputy General Counsel for the National Treasury Employees Union. Previously she was nominated by President Clinton to serve as head of the United States Office of Special Counsel. She has also worked with the Solicitor’s Office in the United States Department of Labor and with Bernabei and Katz, a nationally recognized employment law/civil rights firm.
Office of Personnel Management Review Team Lead
Linh Nguyen is president and founder of Morningside Consulting LLC, a small, independent practice that provides consulting and support services to clients that include Fortune 100 companies, non-profit institutions, and major federal government agencies such as the U.S. Departments of Education, Homeland Security, Defense, Energy, Housing and Urban Development, and NASA. Prior to founding Morningside, Nguyen was a partner at Accenture Ltd. (formerly Andersen Consulting), where he led Accenture’s U.S. Public Sector Organizational and Human Performance Practice and a manager at Cambridge Associates, a financial and investment consulting firm serving endowed and non-profit institutions.
Sylvia Bolivar is the Special Assistant to Bruce Raynor, General President of UNITE HERE, a labor union representing nearly one million members and retirees in the apparel, textile, laundry, distribution, hotel, gaming and food service workers. During the Clinton Administration, Sylvia served in the White House Office of Presidential Personnel. In this capacity, Sylvia helped achieve President Bill Clinton’s objective of creating the most diverse and well-qualified Administration in the nation’s history. Other distinctions include serving as Senior Advisor to U.S. Secretary of Energy Bill Richardson, and as an aide to U.S. Senator Patrick Leahy.
United States Postal Service and Postal Regulatory Commission
Stephen Crawford is a deputy director of the Brookings Metropolitan Policy Program. Crawford previously served as a division director of the National Governors Association; vice president of the National Policy Association; executive director of the Governor’s Workforce Investment Board (MD); executive director of research centers in College Park and Cambridge; professor at Bates College; and assistant dean at the University of Pennsylvania. Political experience includes positions as president of the United Democrats of Frederick County (MD); elected member of the Frederick County Board of Education; and Democratic nominee of MD’s 6th Congressional District (1996). Crawford also served three years in the U.S. Army (airborne, ranger), one as infantry officer, Vietnam (Bronze Star).
