Department of Veterans Affairs Team Leads

Anthony Brown is Maryland’s 8th Lt. Governor and he leads Maryland’s efforts on veterans, economic development, higher education, health care, and BRAC policies. Brown previously served two terms in the Maryland House of Delegates. Brown has served in the military for 24 years. In 2005, Brown deployed to Iraq with the 353rd Civil Affairs Command and served with distinction in Baghdad, Fallujah, Kirkuk and Basra. He currently commands the153rd Legal Support Organization. Brown graduated from Harvard in 1984 and Harvard Law School in 1992. He lives in George’s County, Maryland where he raises his two children, Rebecca and Jonathan.

William Scott Gould is VP Public Sector Strategy at IBM Global Business Services and served as Co-chair of the veterans policy team for Obama for America. Previously, Gould served as CEO and COO of several technology and advisory services firms. Gould is a retired Captain, U.S. Navy Reserves, Intelligence, recalled to active duty for Operation Noble Eagle and Enduring Freedom. Served as CFO and Assistant Secretary for Administration at Commerce and Deputy Assistant Secretary for Finance and Management at Treasury. White House Fellow (93-94). Fellow of the National Academy of Public Administration. Coauthor: The People Factor: Strengthening America by Investing in the Public Service. AB Cornell University; MBA and EdD University of Rochester.

Consumer Protection & Safety Commission Review Team Lead

Pamela Gilbert is a partner in the law firm of Cuneo Gilbert & LaDuca, LLP. Previously, she worked for Public Citizen’s Congress Watch, first as Legislative Director and then as Executive Director. Additionally, Gilbert served as Consumer Program Director at the U.S. Public Interest Research Group. Gilbert is the former Executive Director of the U.S. Consumer Product Safety Commission (CPSC).

Department of Health & Human Services Review Team Leads

Bill Corr is Executive Director of the Campaign for Tobacco-Free Kids, a non-profit national advocacy organization focused on reducing tobacco use among children and adults. Previously, Corr served for twelve years as Counsel to the U.S. House of Representatives Subcommittee on Health and the Environment. Additionally, Corr served as Chief of Staff for the Department of Health and Human Services.

Nicole Lurie is Director, Center for Population Health and Health Disparities, and Director, Public Health Preparedness and Infrastructure, at the RAND Corporation. She served as Deputy Assistant Secretary for Health (1998-2001) and Medical Advisor to the Commissioner, Minnesota Department of Health (2001). Previously, she was Professor of Medicine and Public Health, University of Minnesota (1986-2002) and George Washington University (2002-date), and co-lead, National Health Plan Disparities Collaborative (2003-2008).

Department of Housing & Urban Development, Federal Housing Finance Board, and Interagency Council on Homelessness Review Team Leads

Roberta Achtenberg is an economic and workforce development consultant and has served in senior policy-making roles with the San Francisco Chamber of Commerce and the San Francisco Center for Economic Development from 1998-2004. She serves as a director of the Bank of San Francisco and the San Francisco-based software company, Andrew J. Wong, Inc. Previously, Ms. Achtenberg served in the Clinton Administration, first as Assistant Secretary of Fair Housing and Equal Opportunity at the Department of Housing and Urban Development (HUD), and later as Senior Advisor to then HUD Secretary Henry G. Cisneros. A former member of the Board of Supervisors for the City and County of San Francisco from 1990-1993, she also represented San Francisco as a Director for the Bay Area Air Quality Management District.

Xavier de Souza Briggs is an associate professor in MIT’s Department of Urban Studies and Planning. A former Deputy Assistant Secretary at HUD, his expertise includes affordable housing, economic development and inequality, environmental sustainability, and civic engagement and collaboration.

Bruce Katz is a vice president of the Brookings Institution and Director of its Metropolitan Policy Program. He is a Visiting Professor at the London School of Economics and is a frequent writer and commentator on issues of urban and metropolitan growth and competitiveness. Katz served as Chief of Staff to Henry G. Cisneros, Secretary of the U.S. Department of Housing and Urban Development, from 1993 to 1996, and as Staff Director of the United States Senate Subcommittee on Housing and Urban Affairs.

Social Security Administration Review Team Lead

Dr. Susan Daniels is currently self employed, with the firm Daniels and Associates. From 1988 to 1991 Daniels served as Associate Commissioner in the Rehabilitation Services Administration in the U.S. Department of Education. From 1991 to 1994 she was Associate Commissioner of the Administration on Developmental Disabilities in the U.S. Department of Health & Human Services. Daniels served as Deputy Commissioner for Disability and Income Security Programs at the Social Security Administration from 1994-2000, where she helped pass The Ticket to Work and Work Incentive Improvement Act.

Jim Roosevelt is president and chief executive officer for the Tufts Health Plan and formerly served as senior vice president and general counsel. Before joining Tufts Health Plan, Mr. Roosevelt was the associate commissioner for Retirement Policy for the Social Security Administration in Washington, D.C. He has also served as chief legal counsel for the Massachusetts Democratic Party and is co-chair of the Rules and By-laws Committee of the Democratic National Committee. Mr. Roosevelt spent 10 years as partner at Choate, Hall and Stewart in Boston. He is past chairman of the board of trustees for the Massachusetts Hospital Association, past president of the American Health Lawyers Association and past chairman of the board of trustees for Mount Auburn Hospital. Currently, Mr. Roosevelt serves as chairman of the board of directors for Massachusetts Association of Health Plans, and as a member of the board of directors at America's Health Insurance Plans, Emmanuel College and the Kenneth B. Schwartz Center. He is also co-chair of the board of directors for the Tufts Health Care Institute.

President's Council on Bioethics Review Team Lead

Jonathan D. Moreno is the David and Lyn Silfen University Professor of Ethics and Professor of Medical Ethics and of History and Sociology of Science at the University of Pennsylvania. He holds a secondary appointment as Professor of Philosophy. He is also Visiting Professor of Biomedical Ethics at the University of Virginia. Moreno is an elected member of the Institute of Medicine (IOM) of the National Academies and is a National Associate of the National Research Council. He is a Faculty Affiliate of the Kennedy Institute of Ethics at Georgetown University and a Fellow of the Hastings Center and the New York Academy of Medicine.
